Excel serial number to date

This Excel serial number to date converter takes a single Microsoft Excel 1900-system serial value and returns the matching Gregorian calendar date plus Universal Time clock fields when the serial includes a fractional day.

Spreadsheet cells often store dates as day counts rather than text: serial one is the first of January nineteen hundred, serial two is the next calendar day, and a fraction such as one half marks noon on that day. Excel inherited a Lotus One-Two-Three compatibility quirk that treats nineteen hundred as a leap year, so serial sixty displays as the twenty-ninth of February nineteen hundred even though that day never existed on the real Gregorian calendar. From serial sixty-one onward the displayed dates again match ordinary history, and well-known anchors include serial twenty-five thousand five hundred sixty-nine for the first of January nineteen seventy and serial forty-four thousand nine hundred twenty-seven for the first of January twenty twenty-three. The engine uses only finite arithmetic with no network calls, no sampling, and no host-clock Date objects, so results stay reproducible in CI, ETL jobs, and product features.
