For every odd prime there are exactly half of the nonzero classes that are residues and half that are non-residues, so listing the non-residues is a complete constructive answer rather than a single yes-or-no test. Students, contest programmers, and cryptography learners often need the full set for tables, Legendre-symbol spot checks, and toy examples before they invoke heavier modular-square-root machinery.
